Overview
The CEU Doctoral Scholarship is the university's own award for doctoral students. You do not fill in a separate scholarship form for it. If you apply to a doctoral program by the financial aid deadline, you are automatically in the running.
CEU says financial aid is granted on the basis of academic merit and is available for most programs, full-time programs only. Candidates from any country can apply. The page tells you to check your future program's website before you start your application.
To be considered, you indicate your interest in financial aid in the CEU Application Form, in the 'Funding' section. That is the step that puts you forward for the award.

One thing to plan for: PhD stipends are taxable in Austria. They count as self-employed income, so you must declare them to the tax authorities, register with the SVS health insurance provider and pay social security contributions to SVS.
